We, at Napier have thrashed this subject out many times and each time
have come back to the same decision - we do not provide loans from the
Access Fund as a general rule. Students who apply for Access Funds
are in financial hardship and therefore adding a loan to this hardship
from the Access Fund would not seem appropriate.
Occasional loans have been provided in exceptional circumstances. I
would also question the legality of imposing the normal sanctions on
debts to the Access Fund as this is government funds and not university
funds.

Can you find out via the NASMA mailbase
* If any colleges / universities give Access Fund Loans?
* How long they give these loans for?
* How do they decide who should get a loan and who should get a
award / gift?
* Do they chase students who default on these loans or do
the just write them of as a gift after a period of time?
I am just thinking if this is a viable way of using our funds and I
am keen to know if other colleges / universities give loans.
