We, at Napier have thrashed this subject out many times and each time have come back to the same decision - we do not provide loans from the Access Fund as a general rule. Students who apply for Access Funds are in financial hardship and therefore adding a loan to this hardship from the Access Fund would not seem appropriate. Occasional loans have been provided in exceptional circumstances. I would also question the legality of imposing the normal sanctions on debts to the Access Fund as this is government funds and not university funds.
