This could be from the elastic band undergoing pH change on contact
(tight) with the skin (alkaline pH more in females; Reference: One of the
advt in TV); What is the colour of the elastic band that comes under the
bottom border of the bra ? May be that may give a clue. Hope I am in the
right direction.
