The question you ask is not simple and there is no way you can
with certainty differentiate phenotype using genotype or
chromosomes. For example there are chromosomal anomalies
which will give rise to XY females i.e. they are genetic males but
phenotypic females and should be allowed to participate in sport as
women. There are also problems with disorders of steroid hormone
biosynthesis.
Before you get involved in such a program I would clearly
investigate the legal and ethical problems. You could open
yourself to court action.
The Olympic Association will have a recognize policy on this
problem and should be consulted.
By the way is it fair that short men are disadvantaged a sport?
