Taken from the Mailbase Guidelines:
Please do not send attachments to this list. Not all the members can
easily cope with them, either because their email program can't decode
them, or because they don't have the right word processing software to
read them after they have been decoded. You should also be aware that a
lot of people receive email on a central computer, where storage space is
limited, and an attached file can mean they run out of space and cannot
receive any more email.
Instead of sending attachments, you could do one of the following:
1. If the file is small, which this RTF file was, copy the text into
your email message. Everyone can read plain text messages.
2. Send a message to the list offering to post an attached file to anyone
who wants a copy (sending attachments to an individual is acceptable)
3. Put the file on your local web or ftp server and post the URL to the
list
