Dear Martha,
it is useful and interesting question for me, because at once I prepare medieval manuscripts of the Czech National Library for digitization and I have gained the first experience as a user of this digital copies (on CD or online). I think this question is difficult for clear decision. I mean only digital images without more information about manuscript in question and especially without deeper structuring the digital facsimile are little useful for research (and all things considered for everybody). Digital images must be connected in a whole system of other information, e.g. manuscript description or edition on CD (respectivelly inside of the digital document), or some online (respectivelly outside of the digital document) catalogues, indexes etc. The purpose if digitization is to establish a virtual library of sources in a wide sense, not to "make pictures".
Best regards
