I've been through the whole tractate on law (1a-2ae, qq. 90 ff), and I don't
remember such a statement there. It's all about the four different types of
law. However, if you can get hold of the Rome, 1860 edition, there's an
excellent index there. Thomas mentions law in various other places, which I
can't check right now (the stuff is in my office), especially when talking
of positive law, equity, etc. (I rather think it's in 3a, but I wouldn't
swear to it). Another place to check is not the ST, but De regno ad regem
Cypri - it's also possibly there.
