Is/was the Vulgate, as such, used as a service book?
No, or at least not often. The readings from the Vulgate for the Mass would
be included in the Lectionary, those for the Office in the Breviary. But
the Vulgate itself would be used for private reading and study.
The only liturgical use I can think of for an actual Bible is that it might
be carried in procession to "preside over" a council or synod. The Codex
Bezae was put to this use at the Council of Trent. Such uses need not, of
course, involve actually opening the Vulgate and reading it.
