Medieval (and ancient) people were more observant than we are.
Eagles are soaring birds - that is they operate by gliding on
thermals, or rising hot air. This is most readily found over rocky
country (rock radiates and reflects heat from the sun) and is aided
by high ground. So eagles and their like are found in rough or high
country, and being big are still visible when high. When they swoop
down on their prey, it is obvious that they have efficient eyesight.
So they rise high and see clearly: like contemplatives, or the
enavgelist John. Hence the symbolism.
