Nobody (myself included) can say what *WILL* be in the F2000 standard.
The end result is subject to approval votes, which can change plans.
But according to curent plans and the current draft...

Yes to all 3 of these, though the way of doing the GETARG and IARGC
functionality in the current draft is very syntactically different.
And and equivalent of GETENV hasn't yet been put in the draft, but it
is planned.

Yes. In fact, this is a separate part of the standard (part 3), all but
officially published. You don't have to wait til 2002 for it to be
official (unless something unexpected happens at the last minute,
which is presumably always possible, but seems unlikely here).
I'll defer commenting on details relating to the conditional
compilation standard.
