Last week I mailed this:

I see there is still uncertainty 'out there'. The answer
is, that included in the Fee Compensation for 1998/9 is a
figure called 'Supplementary Fee Compensation'. All
institutions have been advised of this figure, but it is
not specifically earmarked to cover costs (in other words,
we are allowed to use it for other things too).
However, it does mean our costs are covered to the extent
of 5%, and you'll have to talk to whoever holds the purse
strings in your insitiution if you want some of it :).
