John, these recommendations aren't designed to "require" anyone to do
anything. We propose these redefinitions (broadening the elements), in
order to *permit* someone to supply information about both the
original and the surrogate if they so choose. The definitions as they
stand would not allow that. Does that allay your concerns at all?
