For the Anglo-Saxon context, you should look at Bede's commentary (in
CCSL vol. 120 pp. 44-46), where Roman citizenship is not mentioned:
Christ chose to be born in the Roman Empire during the reign of
Augustus because it was the most peaceful age in human history, which
both symbolised Christ's peaceful reign and also had the practical
value of allowing the apostles to travel freely and spread the good
news.
