Dear Thomas,
>From Levack, _Witch hunt in Early Modern Europe_, 54:
"The two [Kramer and Sprenger] had cooperated judicially, especially
in the prosecution of witches, and when they met resistance from local
ecclesiastical and secular authorities in their work, they succeeded
in obtaining a bull from Pope Innocent VIII in 1484 authorizing them
to proceed. Two years later, using as examples many of the cases
they had adjudicated, they produced the _Malleus_, to which they attached
the papal Bull, entitled _Summis Desiderantes_, as a preface. They also
included an endorsement, which is known to have been at least partially
forged, from the theological faculty of the University of Cologne."
