Knowing there are Swedish speaking people on the list, I sent this on (I am not part of the recruiting group). Given your question, I quickly googled, and found this on an Austrian site " Where employment positions require special language proficiency, the Member State can require proof of language skills even if it does not require such proof from its own citizens." so it seems it is allowed? But if you have a better source that says something different, please let me know and I will forward to the people involved.
