Even though Maine Anjou may have been imported from Canada, the breed comes from a cross between a local breed (the Mancelle) and the English Durham, which carries the hornless gene, you can see:

Of course it's genetic, so a priori the gene could potentially be present in the genome of many breeds, but in France it hasn't been the subject of massive selection.
