For Germany have a look at out-of-hospital births on the website of QUAG
https://www.quag.de/quag/publikationen.htm
For more information you may contact (preferably in German)

For 2021 table 52 (page 45): n= 4.277 women have been in water during birth (28,7% of 14.900 singleton births planned and started out-of-hospital in 2021)
For hospital births
https://iqtig.org/qs-verfahren/gebh/
latest numbers only from 2016:
Bundesauswertung zum Erfassungsjahr 2016 (iqtig.org)
search for „Unterwassergeburt“ (page 65): n= 9.432 women have been in water during birth (1,79% of 525.472 hospital births in 2016.

You don’t find numbers only for midwifery units.

All the best

There may be in other countries. The NMPA do not collect this data I believe nor do the ONS capture waterbirths. The review by the Oxford Brookes team sent by Kim maybe useful but you could also contact them directly to find out more.
