Perhaps have a look at university online resources for writing reports? That may be helpful. You might also consider looking at practitioner publications, not manuals, per se, but those that target practice improvement. I have co-authored two practitioner guides for child and family health nurses that might give you an idea of what these look like. It has academic rigour, because the concepts were developed from empirical research, but it also explains the concepts in the context of practice, with diagrams and models to support the concepts.
