Yes, David,
Disconnecting affordances from whether and how someone (organism) acts on them is important.
Someone may perceive possibilities that are not afforded which can lead at best to reconceptualizations and at worst to their death.
We can never anticipate all accordances of something. Designers have to try to anticipate more than their potential users an imagine.
We all are part of evolving culturally constraints in how we perceive and act in the world.
