PathWest (Western Australia) has observed this and have evaluated historical bias performance and it indicates an ongoing slow but minimal negative shift from 2018 to 2019 with a significant decrease from middle of May 2019.

Subject: Abbott Architect FT4 negative bias
Dear mailbase,
Have any Abbott Architect users noticed a negative shift in the FT4 assay?
We have been detecting an increasing number of patients with a low FT4 results (8-9 pmol/L) and a normal TSH (0.35-5.0 mU/L). Following this we have looked at our FT4 patient means for all patients with a normal TSH (TSH mean has not changed) over the last 2 years and seen a progressive negative shift. Interestingly we have not seen this shift in our EQA data. We are considering applying a ‘correction factor’ to bring the result back in-line to the Jan-Feb 2018 data. Have any other users resorted to doing this?
