Hi Anoop,
This one came out a few weeks ago:
“Assessing Competence in Medicine and Other Health Professions” (2019;
Taylor & Francis, CRC Press, New York, 468 pages).
https://www.amazon.com/Assessing-Competence-Medicine-Health-Professions/dp/1498785085
I have another book published last April (by me) that describes how to
measure the effect of training in learners in close relation to clinical
outcomes in any clinical context.
Using a precursor to this method, we were able to measure the effects
(third party blind) of specialized CME physician training and publish
the results in BMJ-EVI:

Those interested can contact me off-list for a link to that one.
In any case, possibly steps in the direction you seek!
Warmest regards,
David
