This is such an important area of study! Kudos.
I recently joined that ACM SIGACCESS community, which hosts the ASSETS conference <https://dl.acm.org/event.cfm?id=RE205> on assistive technology design. It is such a lovely group of people. The conference is single track, and so it allows for there to be a group discussion and tighter community development. The larger HCI conference, CHI <https://dl.acm.org/event.cfm?id=RE151>, also has vibrant participation of researchers in this sub-discipline.
In the proceedings I linked, you’ll find work from several researchers who have been exploring assistive tech for people with vision impairments (myself included), as well as work specifically on tactile graphics. Hope to see you there someday! And, feel free to write me off-list for more info.
