I asked our institutional librarian about this matter. This is what she answered:
" We had encountered this sort of thing, but way back when vendors were just beginning to offer online access. Westlaw was an example. Now, we seldom experience this sort of thing EXCEPT with smaller associations and vendors that simply don't have the technology (or perhaps money) to develop IP access on their platform. In fact not too long ago I had to contact a small vendor who didn't have IP access function and they asked US who could do that for them? The answer was it is up to the producer of the resource to develop IP range access via their own platform or they contract with another platform vendor to do it for them. That it is the Real Academia is interesting, but then, they are more an institution rather than a vendor. And your colleague is correct in saying that writing to them might spur them to get such access. Even back a couple of years at the Madrid LIBER, it was obvious that while there was great interest in online access, there were relatively few vendors except those that also were the international "big boys" like Ebsco and Elsevier. But the fact remains, this is how most internet database vendors provide their services to university or institutions. It is in their interest to do so.
Bottom line, there probably would be greater interest (and thus sales) if the RAH would offer institutional access. We'd consider if they did."

At Oxford we have tried to get institutional access to the advanced functions of the Diccionario Biográfico Electrónico.

Unfortunately we've been told that they don't provide this, and that only a single user licence can be provided. The password etc cannot be shared, so we can't even run it on a single library PC with the password in a protected area. So effectively, no institutional access is available.
Is this problematic for other libraries?
I know that the main content is freely available, but you have to subscribe in order to be able to use the advanced search and other contextual linking functions that would be very useful for researchers.
If you're also concerned about this, please could you get in touch with me? I wonder if a joint letter to the RAH would prompt any changes.
