There wasn't much 'health tourism' before the charges were introduced.

I don't doubt any of that. However, is not the
perceived problem that if it became known that
the NHS made no attempt to collect/enforce
charges (or if the charges were abolished), that
the scale of 'deliberate health tourism' might considerably increase?
