My long term concern about PhD studies in design is a narrowness of focus which seems to have crept into the discourse on this list and others. Some examples are appropriate.
Restricting literature reviews to the last five years research
Dismissing craft based design knowledge as insufficiently academically worthy of attention
Justifications of PhD topics using science based paradigms
Uncritical adoption of contemporary business fashions eg: Innovation, Design Thinking, User centred design.
While I would not want to be prescriptive, I would be looking for PhD theses with chapters looking at the history of design, history of ideas, philosophy, and the social context within which the particular research is undertaken.
