Colin Ware's book is excellent! I read it at the same time I read Arnheim's Visual Thinking and found them complementary.
Ware's book is also a good example of sound theories being misapplied in design in that the author claims he used the theories to design the layout of the book and the design of the book is rather poor.
In this case, a perfectly sound theory of perception did not result in clear guidelines for designing. This is so even though visual perception and graphic design would seem like a perfect match for a direct translation from theory to practice.
I think Ware's poorly designed book illustrates the notion that, perhaps, design guidelines should result from a move from design theory to other fields and not the other way around.
The order matters indeed.
