As you doubtless already know, open access doesn't mean free of charge. To pursue their editorial activities in an open environment, journals need to develop new and stable revenue streams. While APCs have been largely adopted in STM, HSS journals are still struggling to find a business model adapted to their reality.
Up until now, one third of the overall revenues of Canadian HSS journals come from subscription fees, which are a great part of their annual budget, ranging from 30 000$ to 80 000$ CAN.

In order to foster open access adoption in Canada, and to contribute to a more open and sustainable scholarly communication system, Érudit has developed a partnership-based business model in order to allow for direct financial support from libraries to journals:
- 70% of partnership revenues are directly returned to journals;
- 30% of the revenues finance services provided to journals.
This ensures cost control for libraries over time, as well as perennial revenues to journals.
