I just wanted to add to this conversation to highlight work that Jisc is currently undertaking in this area, as it seems pertinent. Apologies to those colleagues already familiar with this.
I am a Licensing Manager currently working on the TNE Licensing Pilot that aims to address challenges in this area and to update Jisc’s approach in support its member institutions in navigating this complex space. I would also add that I worked as an E-resources librarian at UWE Bristol, licensing for collaborative provision scenarios for many years until joining the pilot team in late 2017.
Whilst I know only too well that this space does indeed present a number of challenges (the absence of a shared language when describing scenarios; access management complexity; administrative and resourcing burden; student numbers clarity; sectoral consistency of approach and outcomes; funding availability), the TNE Licensing Pilot is working in direct response to these and Jisc is seeking to develop a service that will reduce or negate some of the burden linked with these challenges, but also aims to reduce the duplication of effort within the sector. Furthermore, the pilot is also setting out to refresh the Decision Tool as part of this work, with the intention of increased simplicity and clarity.
Finally, a quick note on difficulties in working in this area. Based on perspectives gathered in pilot thus far, through sectoral survey responses, detailed interviews and the generous input of colleagues at a one day workshop, I would also like to suggest that whilst these challenges are prevalent and can prove difficult for institutions to navigate, for various reasons, they are not always insurmountable. There are many institutions with various provision profiles, that are adopting approaches that are yielding positive results in establishing suitable permissions, but often not without administrative burden, or contributing to the duplication of effort.
We would like to encourage any institution working in this space to engage with and feed into the pilot, which is now open for institutional participation, and I would also welcome questions and input from colleagues wanting to know more.
