There was a time when there were more people on the committee than could
talk in a discussion. We don't have "spare people" any more.

Yes, WG5 at one time scribed nearly all plenary discussions. People talking
over coffee/lunch, or discussing a particular point with someone else have
never been scribed.
Scribing discussions has some value, but the value per effort is often not
particularly high... and not all that many people can do good scribe notes.
Given the current makeup and size of the committees, I would think that the
cost of scribing would significantly outweigh the benefit.
