Very good point. The first consideration should be whether the development actually needs gas protection. A review of the site investigation reports in these cases often shows that the original risk assessment was too over conservative.

How confident are you about the decision that the building actually needs a CS-2 level of gas protection?
Have all reasonable avenues of investigation and risk assessment been exhausted by the developer before they embark on retro-fitting?
