I'm happy to post the software to someone who has a PC with a 3.5" drive.
Its probably easier though to code from scratch in MySQL/PHP or something similar. It could even work in WordPress/Joomla with a form making app.
If anyone has funding, I've a great developer, Amit, in India who could do this stood on his head.
The main fields needed for each record (from memory):
Name of method
Situations to be used
Limitations on use
How to use method
Brief description of method
Pointers to detailed reference descriptions of method
Contradictory opinions on use of method
Person who uploaded
Person responsible for managing record
Modification history (name and mod note)
Reference person as an accessible expert on the method (probably only relevant in a single institution)
Website needs five web pages (or five functions):
Page for interrogating the data
Page for results and refinement of query
Page for entry or editing of data
Page for registration
Page for administration
The data and processing loads are small so one of the easiest ways forward would be to put it on an AWS free tier t2.micro instance.

Thank you for raising that point.
I was hoping if we could expand the space, but you are right, afterall we'll be constantly needing more space online.
I had the exact idea that anyone should be able to access it and keep updating/uploading in the database.
The problem we need to resolve is how do we get this floppies from the place Mr.Love mentioned.
