I'd add - there are a number of distinctions between the two in terms of
their intentions and 'core' structures; but that doesn't mean that they
can't be combined (like Kevin, I've done it too).
- Realist evaluation must use a realist understanding of causation;
developmental evaluation can but doesn't have to;
- Realist evaluation is always trying to understand 'how', 'for whom', 'in
what contexts'; developmental evaluation can but doesn't have to;
- Realist evaluation usually starts from a draft program theory;
developmental evaluation can but doesn't have to (it can 'try this and see
if the outcomes change' without specifying why);
- Developmental evaluation is strongly participatory; realist evaluation can
be but doesn't have to be;
- Developmental evaluation is designed to be used with interventions that
are expected to adapt rapidly; realist evaluation can but can equally work
with relatively stable interventions.
As to your question about 'aren't they the same epistemologically' ...
again, I think the answer might be 'they could be but they don't have to
be'. I'm not expert in developmental evaluation but I rather suspect it
probably normally operates using constructivist epistemology but many of the
techniques could be used by those with positivist or post-positivist
epistemologies. Realist epistemology is close to (but I argue, along with
many other realists, not identical to) constructivist epistemology. I don't
see any barrier to using realist epistemology within a developmental
evaluation though.
