I have returned from a long break from the list- This is a good question and a very thoughtful answer from Ken.
I have a simpler answer, which has to prefaced with a question- why are you publishing?
In career terms the higher the rank of a paper in SRJ, Scopus, Web of Knowledge etc the more benefit it is to your career. The other consideration is, who do you want to be in discussion with? Sometimes the more focused the journal the lower the ranking- So a general design journal is likely to be read by a wider audience, but if you really want to put you ideas to a focused audience then find a good journal that is in that focus. So a focused Q2 journal may suit your purpose better than a general Q1 journal. But in making that choice all of the advice Ken has given should be considered
