Dear Ali
It is not, and it shouldn't be designers DECIDING whether artifacts are
performing or not. Instead, through appropriate research as briefly
outlines in my previous post, designers would rather systematically NOTICE
(not merely through personal opinion/judgment), and then
PRESCRIBE/RECOMMAND which artifacts do or would perform better... The
'guards' would thus be users, and eventually peer designers, who would
agree or disagree with the prescription/recommendation issued.
