I think they mean the pigment (as artifact) is new rather than the color
is new. The pigment is apparently very durable and means that the
original color of your jeans will never fade out nor will it transfer
itself to your skin and give you cancer (i hope, or perhaps they should
study if there are any long term effects).
Again the wonders of language and how the understanding of its artifacts
changes our reality. Folks, there is no new blue. Just a new method to
create a new quality of artifact that can color other artifacts in blue.
