I fear that you could well be right, at least in terms of the public sector
in general. As far as the NHS concerned, management of hospitals/Trusts is
now a lot more autonomous, so one might hope that there is now more local
flexibility in relation to allocation of funds, within the total
available. Whether that 'hope' is actually realised in practice is, of
course, a different question!
