All very unclear, if I publish 'government funded' research in a refereed journal, without any direct commentary on policy what's to stop a charity or political party using my findings to campaign against government policy? Would I be able to respond if I thought the data (for example) were being misused?
Would I be free to campaign myself if the findings were that a government policy was working as intended?
A lot of interesting scenarios possible.

Thanks for spotting this, Jim. … Can this be true that the “anti-lobbying” clause in future grant awards from gov’t dep’ts will bar researchers speaking to MPs or audiences including them?
This may lead to a revised form of the “fact-value” distinction, with researchers reporting facts, without policy recs, and “policy makers” and “commentators” like the IEA, forming policies.
… Difficult for RadStats, given its mission.
