We too use Smoothwall filtering on our public access network. Smoothwall's
Terrorism category contains URLs identified by the Office of Security and
Counter Terrorism branch of the Home Office. Whenever the Home Office
updates the list of URLs they are automatically added to Smoothwall's
Terrorism category and published to end users within 24hrs.
Clearly we cannot independently identify all possible sources of terrorist
content online but we believe that we're doing all we can to filter access
to that category via the Internet.

We've just been approached by a journalist who used a library to look for
the ISIS website and related materials, and wants to know why she could
access it, and what we're doing to block it.
I've had a look and can't actually find it myself, but that's a separate
issue. I guess my question to you is: Do you block militant / extremist
websites? That's the Websense category it's likely to fall under. We
don't block that category, so I'd be interested to know if we should.
