IIª-IIae q. 40 a. 2 ad 3: Ad tertium dicendum quod, sicut supra
habitum est, omnis potentia vel ars vel virtus ad quam pertinet finis
habet disponere de his quae sunt ad finem.
It's the closest I got so far, and factually correct. However, I
believe Sepulveda is quoting wholesale. He might have made it from
Aquinas. But my suspicion is, the maxim comes from a textbook or a
collection of proverbs.
