I agree with you that software can be a matter of concern.
The issue of whether using teams of 200 designers that do not use software creates a better future for the world compared to smaller teams using software is a different issue that includes that concern.
Politically, bigger design teams implies bigger, more powerful organisations such as those in the oil, medical, agricultural and prison industrial complexes. On the other hand, smaller design teams can become powerful and yet subject to minimal controls by society.
Your interest in viewing design as being mainly about humans involved in drawing would link to the idea of maximising the number of human designers involved. If I had that perspective on design I would probably agree with you.
I see the role of designers differently: as the creators of instructions for people to do or make things, acting in any discipline. From this perspective, the main difficulty is of designers predicting the outcomes resulting from their designs being deployed in the world. Predicting the outcomes is often more than can be conceived by designers (or any group of humans). Software offers a potential way past this problem, with of course all the concerns you raised.

My question did not required a political stance. No one wants to harm children here. You are (rightfully) diverting from the main issue. Rightfully because you may sense that 200 designers may more easily harm children than five designers armed with software. and since you sense this peril, I’m with you. Let’s trust software produced in societies with weaponry behind imagination, let’s trust software produced with extensive meat production societies, let’s trust software produced by societies with tobacco lobbies working freely, let’s trust CEOs and COOs, crooked investment banks societies financing producing softwares companies BUT, let’s not trust companies that hire 200 designers instead of 5.
