Part of the problem is that you have not updated the Oxford Journals
Ez-proxy configuration file to include the https://... links which makes
the links fail when going from an http to https connection. Once we
updated the configuration file to include both http and https links - all
worked again for off campus access.

I would encourage you to update that and send a message to sites to update
their configuration.
