Here are some questions
Is the system to work alongside or to replace the Collections Management system?
Which CM system are you using?
Is it important that images downloaded from the web have metadata embedded (should be)
Should the new system have a web interface or connect to an existing one?
Do you require a system hat can be developed without recourse to your IT department, or can they do development?
Which department would be in charge of the project to get the new software?
How many data fields are you catering for and do you need custom fields?
Should the management system link to any other system?
