This is always a tough one. We operate a system where if students cannot show photo ID, i.e. their college card, we ask them to report to reception who will print off a temporary id for them.
The college here has also implemented mandatory wearing of their cards on lanyards for safeguarding reasons so most students are pretty switched on about it here.
I can totally understand your dilemma, the teachers who teach the students are the ones to best identify them, however I guess the new rules are there to further ensure no malpractice can occur, even inadvertently.

Hi,
I'd welcome anyone's thoughts on the change to the JCQ Notice to Centres 'The people present in the exam room'.
We have cohort sizes that require seating in mutiple rooms so have always relied on subject teachers to assist with the identification of any students (and there are always some!) who forget their college ID. This has worked extremely well, teachers have known exactly what their role is and we've had no incidents of them over stepping the mark so I can't understand why the regs have now been changed. In a centre with over 3000 students there is no way that SMT would be able to know even a fraction of the students well enough to confirm identification (similarly the 2 Exams staff!). Does anyone have any suggestions as I have to confess I'm stumped!!
