This is not the only ridiculous regulation put in place this year. I firmly believe that the JCQ have lost touch with reality of late.
As far as I was aware the entire education community is governed in the same way when it comes to access arrangements and all are inspected on this basis. Therefore, it would seem logical that if a student moved school/college and a form 8 followed them, that form 8 would have been completed in line with these strict regulations so we would be confident that it was all valid and above board.
What I gather from this ridiculous rule is that the JCQ not only do not trust schools/colleges to follow their rules but they also do not trust their inspectors to inspect schools/colleges effectively.
I had a very heated debate last year with JCQ regarding trying to make our recording and reporting of access arrangements electronic for accuracy and efficiency. The system would have automated a lot of what we have to do manually including NWOW and DPN with digital signatures being taken at each point.
Apparently this was not acceptable as there had to be a wet signature on every form 8 (which was not detailed in last year's orange book but amazingly is in this year's). What decade are we in??
It would be interesting to know whether the changes to regulations are consulted on and with whom??

We are a large college and it is simply not feasible for us to re-test all of our students, we accept fully completed and signed JCQ Form 8s from our feeder schools, providing we receive updated NWOW evidence from their lecturers at college. This year with the new regulation to hold evidence of assessor qualifications (and this is a definite, I have spoken to Nick Lait in person!) we have requested copies of the school assessors' certificates. Some have been perfectly helpful, others have refused to provide them and unfortunately we have had to re-test students from those centres.
I do think FE centres are at a huge disadvantage with regard to the whole issue of access arrangements as students sit exams so soon after they enrol with us (eg GCSE re-sits, BTEC exams, online tests for vocational courses/Functional Skills).
