We currently do the same as you - re-assess all learners. We do, however, start this process when learners notify on application that they have literacy issues - so effectively start assessing at the start of the summer break (and yes, it does mean that some of the assessments we do are wasted as learners don't actually start). Then we have a few months after the learner's course starts for teaching staff to confirm and gather evidence of normal way of working.
We apply the same rules for all qualifications, so a learner doing A-levels will get the same assessment and have the same evidence requirements as a learner doing Funky Skills. I think we have made progress this year with putting additional data in our MIS system as to which qualifications have external assessments - this helps our Skills Development team identify which assessments to prioritise...

Hi All,
We are looking at reviewing our access arrangement procedures due to the increase in student requirements for GCSE qualifications.
This question has probably come up before but:
Can I ask, do any centres accept and use specialists assessments completed at schools, or do they have all students re-assessed by their own specialist assessor? In relation to GCSE English and Maths
Do you apply different rules to vocational qualifications or functional skills, as we have always applied the JCQ rules as a “Gold Standard” across all qualifications
We currently have all students reassessed, but shortage of time is an issue.
Any advice/guidance would be appreciated. Access arrangements are no longer the responsibility of the Exam department but we are still asked for our advice.
