Thanks everyone for your responses. The result is pretty clear now so I'll close the 
poll here. 'No' gained 35 votes (77.8%); 'Yes' 10 votes (22.2%). https://goo.gl/0osxC9

I said I couldn't manage any nuances to this rule, but there were a couple of useful 
refinements suggested which shouldn't take too much effort: firstly allowing 
publisher employees on as individuals, not to plug anything but to take part in 
discussions; and secondly telling publishers to encourage their authors to join the 
list and showcase their own books. So I'll do that. If they start spamming the list 
I'll kick them off the list, citing this poll as a mandate :)
