Regarding your question on OA Linguistics / Humanities journals without publication fees, I have a few suggestions!
First: The Open Library of Humanities. This is a new project that is both humanities megajournal and sub-journals dedicated to specific fields. There are no publication fees, and the process of publication is quick and thorough (I have experience, as I have a paper almost ready to be published with them). It's also really interesting to get the input from editors from several different fields of the humanities. http://openlibhums.org/
Second: The "Semantics and Pragmatics" LSA journal is Open Access and has no publication fees. http://semprag.org/
Third: You can also search the Directory of Open Access Journals (doaj.org) for journals in any target field. You can narrow the search by those that do not charge Article Processing Charges (APCs) as well as many other fields including language of publication, peer review style, journal license, etc. Here is my search in the "Language and Literature" sub-heading of the DOAJ for journals that do not charge APCs, resulting in 637 results: http://bit.ly/1OcQVzf
Depending on the particular field your submission might fall under, a search in the "Social Sciences" subject area might be worthwhile as well.
