I specifically asked our commissioners if they wished to recommission the test in the light of NICE guidance....................pointing out where I thought NICE had got it wrong, then followed up with the BMJ letter.
Our CCG have decided not to recommission the test - simples!

We have said they can have it if they commission it. Other than that we don’t do any new service, and in our view this is new, without being commissioned. From our finance department:
If the FOB test is mandatory there may be some national funding and if all else fails we would be eligible to apply for funding from the Trust central NICE pot.
If it is ‘guidance’ then as you say we would need to find the funds via agreement with commissioners.
Which suggests there are different levels of NICE.
