Yes but on all the information I have seen on levels and qualifications it has always shown the split between L1 and L2 for D-G and A*-C. This was certainly the case as far back as 2005 when I did my Exams Officers BTEC. It may be better to say working at the level of ......

Shirley that does seem logical, however we were always firmly under the impression that a C was just a 'good' pass at level 2, like a 4 will be a pass but 5 will be a 'good' pass in the new grading structure. When GCSEs came in and a D became a pass (unlike at O level) I don't recall it ever being made clear that actually the qual dropped a level at D. I thought all GCSEs were level 2 regardless of grade.

That link brings up an interesting question - it states that GCSEs graded D-G are only level 1 quals - having never heard that before I checked with my Principal and his Deputy, worried that I'd been completely unaware of vital info, however they had not heard that before either!
