Late to this one. Interesting thread.
If the majority of design school students are undergrads with ambitions of working in industry, would it not stand to reason design school faculty have professional experience, or at the very least a demonstrated understanding of industry standards and practices? Not to say design school should be based solely on professional experience, on the contrary–I am continually delighted at how my thesis research enriches my curriculum and benefits my students. If I were to borrow a metaphor I'd say professional experience and research are the yin and yang of design school: they compliment each other.

In the last chapter of this book he explains briefly the convergence of Head, Hand and Heart as a manifesto for the convergence of Art, Crafts and Design in the age of creative industries of the emerging future. His paper that you referred to would indeed be very interesting and I am sure it is a deeper development of the themes that he has explored in this book. I hope we can find this reference somewhere.

I'm afraid I can't find the Frayling lecture anywhere. I will search more 'locally' and will let you know if it is available.
Among other things, Frayling spoke about Henry Cole, to this day the only UK civil servant with responsibility for art education to have been a practicing artist/ designer.
